Mazowiecka Agencja Energetyczna Sp. z o.o.

Mazovia Energy Agency (MAE) was established in March 2009 by Mazowieckie Voievodship (Mazovia self-government) to set up the energy policy in the region and assist public and private institutions in energy planning. The Agency promotes renewable energy and energy efficiency focusing on: renewable energy for small scale technologies (e.g. solar thermal/ PV, bioenergy); energy efficiency in buildings; energy planning, energy monitoring and systematic collection of relevant regional energy data. Part of its activities is also capacity building - training and networking  with Polish and foreign partners.

MAE has a balanced structure of stakeholders; its work programme fulfils a public mission. The Agency is recognized regionally, nationally and at EU level, and it has gained wide public approval in Mazovia. In May 2011, MAE established Mazovia Energy Cluster to stimulate regional and local sustainable development by supporting concrete initiatives and projects. They are to create preconditions that will guarantee both environmental protection and socio-economical cohesion. MAE is also a supporting institution in acquisition of resources from the EU for the region as well as for actions improving energy security and development of new technologies. The Agency advices the Mazovia managing authority in implementation of regional operational programme (ERDF), helping to prepare the selecting criteria for regional calls for proposals, manages JESSICA loan and guarantee fund for energy projects. MAE also has much experience in the implementation of EU funded projects – FP7, IEE (Intelligent Energy for Europe), CENTRAL EUROPE and ERDF (Operational Programmes on a regional level) – acting both as a leader and project partner.

 

 

Main roles in STREAMER

- Leader of Work Package 8 on knowledge dissemination and valorisation, and responsible in particular for the recommendations to improved EeB standardisation for existing buildings and districts.

- Lead investigator of research in EeB typologies and technological solutions (WP1 and WP2), based on its knowhow in energy-related developments and policies, especially covering EU12 countries.

- Active partner in knowledge dissemination and valorisation, by its role over public healthcare facilities at national scale, and by its contribution to benchmarking at EU level.

 

Key persons involved

- Mr. Bartosz Dubiński - graduated from the Centre for European Regional and Local Studies at the Warsaw University with a specialization in regional development. He has a degree of postgraduate studies at Warsaw School of Economics in “EU Funds Administration” and at the Warsaw University in field of “Project Evaluation in EU Funds”. Mr. Dubiński has wide practical experience in EU funds being a Senior European Projects Officer with the following scope of responsibilities: preparation (concepts, application forms, budgets), implementation and evaluation (ex ante, ongoing, ex post) of international projects, co-financed with European Commission funds and EEA Financial Mechanisms. He is experienced in FP7 and ICT PSP research projects, and held a position of the head of the project implementation unit in the European Funds Department. From August 2010 on, CEO in Mazovia Energy Agency, who is also responsible for energy efficiency projects and the Project Coordinator of FP7 and IEE projects, manager of JESSICA loan and guarantee fund.

 

- Mr. Krzysztof Arnold - graduated on Technical University of Warsaw, where he got M.Sc. in chemical engineering, afterwards finished postgraduate studies in control engineering there and got PH.D in Bradford University, UK. Worked in Research and Development Centre For Automation of Chemical and Oil Industries ”Chemoautomatyka”, Warsaw, as a head of section. After a senior research assistant experience, again at Bradford University, returned to the company as a software department manager. In next years worked on a managerial positions in PAP “Mera-Pnefal”, Warsaw, Honeywell, Russia, Ukraine, Poland, Landis&Gyr/Siemens Building Technologies. In years 1998 - 2007 was a vice-president and founder member of the Polish – Swiss Chamber of Commerce. In years 2004-2005 he pursued as a Senior Advisor in Convergence - Group, Swiss Utility Consultants, Switzerland, Zurich. Since 2001 he is working as a shareholder and sales manager in “EKAR” sp. z o.o., Warsaw In 2015 Krzysztof Arnold joined energy efficiency team in Mazovia Energy Agency.
His field of researches and interests includes fundamental technological theoretical and experimental research, numerical methods, energy conversion, transfer and accumulation, energy systems, energy technology, energy transfer and accumulation, numerical simulation of energy exchange phenomena, renewable energy sources, numerical calculation of the long-term efficiency of solar energy systems
